This exceptionally low Millennium Note comes from a U.S. Millennium Coinage and Currency Set in which the previous owner sold off the note separately from the coins. This is not an infrequent occurrence, since most of the original buyers were coin collectors who submitted the coins for grading and had little appreciation for the notes.
